Description The PLC Programmer, Refining Lead is primarily accountable for development of strategies and programs to improve/enhance long-term PLC equipment reliability and technical support to refinery operations and steward the implementation of PLC automation technology strategies within Refining. To deliver upon the key objectives of this position it will require an individual who can lead through influence and effectively communicate with management, sites leads and corporate staffs. The position will also require an individual who is able to build and maintain strong relationships with vendors and business partners that provide PLC technologies, services, and support of the industrial control systems in Refining. Located in Houston, Texas, this position reports to the Director Industrial Control Systems within the Refinery Business Improvement (RBI) organization.
Responsibilities may include :
  • Maintains a high level of technical and functional knowledge with PLC logic solvers used for general purpose and safety applications
  • Identify technical and strategic opportunities to optimize PLC hardware, software, resources, vendors, lifecycle, strategies and standardization across Refining
  • Assist sites in development of the capital Long Range Plan for obsolescence management of PLCs that meets the requirements of the Phillips 66 Best Practice for Process Control System Migration
  • Assist sites with scoping, developing and approving PLC projects, which includes: DCS vs PLC direction, specification, hardware and software design, testing, commissioning, start-up and documentation
  • Coordinate inventory tracking and management of PLC asset base across Phillips 66 refineries
  • Develop optimal migration options for each PLC make/model currently in service in Phillips66 to drive standardization in both hardware and software platforms
  • For projects, work with various packaged equipment vendors/suppliers to provide common Phillips 66 PLC solutions on standardized platforms wherever possible.
  • Primary Refining interface for PLC hardware and software vendors
  • Facilitate the identification, development and sharing of standards, best practices and useful practices for PLCs among Refining through internal and external networking
  • Develop Training Needs Analysis and Training Curriculum for PLC Roles to improve skill-sets
  • Work with other areas of Phillips 66 to identify opportunities to leverage PLC activities and initiatives
Qualifications
Basic/Required :
  • Legally authorized to work in the job posting country
  • Valid driver s license
  • 15 or more years of experience working with industrial control systems
  • 15 or more years of experience with hardware installation, communications interfaces, design, programming, troubleshooting and maintenance of PLCs
  • Ability to travel up to 30%
Preferred :
  • 5 or more years of experience with Allen-Bradley PLCs
  • Experience with Honeywell control systems, primarily TPS and Experion
  • Bachelor's or Technical degree
  • Experience with Modicon PLCs
  • Knowledgeable in Ethernet networks, network topologies, communication protocols and information management systems (PC s, firewalls, switches, routers, servers, operating systems)
  • Process measurement technology expertise (i. e., flow, pressure, temperature and analytical measurement technologies and techniques)
  • Safety Instrumented System (SIS) experience with hardware installation, design, programming, troubleshooting and maintenance (e. g., FSC, SM, Triconex, HIMA)
  • Proficient in SAP, Word, Excel, Power Point and ability to present information in a graphic format
  • Strong written and verbal communication skills able to accurately and clearly communicate both technical and practical information
